Everything you need to know about the transition to mandatory digital waste tracking in the UK.

It is being introduced in phases. Permitted waste receiving sites are first, from 1 October 2026 in England and Wales and January 2027 in Scotland and Northern Ireland. Waste collectors, carriers, brokers and dealers are planned to follow from October 2027, though that phase is not yet law. Digital tracking is designed to sit alongside your existing duty of care records rather than replace them.
Phase 1 begins on 1 October 2026 for permitted waste receiving sites in England and Wales, with Scotland and Northern Ireland following in January 2027 — around 12,000 sites in total, which must record waste digitally. Later phases bring in waste collectors and carriers during 2027. Early adoption and testing are highly recommended to ensure your operations aren't disrupted.
Yes — and that does not change on 1 October 2026. The Digital Waste Tracking Regulations 2026 add a duty to record waste receipts digitally; they do not amend or revoke anything else. You must still complete a waste transfer note, signed by both parties, and keep it for at least 2 years. Hazardous waste still needs a consignment note prepared before the consignment leaves the premises, and those records must be kept for at least 3 years — 5 years for consignment notes at landfill sites. Digital tracking sits on top of duty of care; it does not replace it.
